Development agencies and researchers are preoccupied with policy; with exerting influence over policy, linking research to policy and with implementing policy around the world.

But what if development practice is not driven by policy? Suppose that the things that make for 'good policy' - policy that legitimises and mobilises political support - in reality make it impossible to implement?

By focusing in detail on the unfolding activities of a development project in western India over more than ten years, as it falls under different policy regimes, this book takes a close look at the relationship between policy and practice in development.

David Mosse shows how the actions of development workers are shaped by the exigencies of organisations and the need to maintain relationships rather than by policy; but also that development actors work hardest of all to maintain coherent representations of their actions as instances of authorised policy. Raising unfamiliar questions, Mosse provides a rare self-critical reflection on practice, while refusing to endorse current post-modern dismissal of development.

Nussbaum, philosopher and classicist, argues that contemporary curricular reform is already producing such “citizens of the world” in its advocacy of diverse forms of cross-cultural studies. Her vigorous defense of “the new education” is rooted in Seneca’s ideal of the citizen who scrutinizes tradition critically and who respects the ability to reason wherever it is found—in rich or poor, native or foreigner, female or male.

Drawing on Socrates and the Stoics, Nussbaum establishes three core values of liberal education: critical self-examination, the ideal of the world citizen, and the development of the narrative imagination. Then, taking us into classrooms and campuses across the nation, including prominent research universities, small independent colleges, and religious institutions, she shows how these values are (and in some instances are not) being embodied in particular courses. She defends such burgeoning subject areas as gender, minority, and gay studies against charges of moral relativism and low standards, and underscores their dynamic and fundamental contribution to critical reasoning and world citizenship.

For Nussbaum, liberal education is alive and well on American campuses in the late twentieth century. It is not only viable, promising, and constructive, but it is essential to a democratic society. Taking up the challenge of conservative critics of academe, she argues persuasively that sustained reform in the aim and content of liberal education is the most vital and invigorating force in higher education today.

A single seed is more than just the promise of a plant. In rural south India, seeds represent diverging paths toward a sustainable livelihood. Development programs and global agribusiness promote genetically modified seeds and organic certification as a path toward more sustainable cotton production, but these solutions mask a complex web of economic, social, political, and ecological issues that may have consequences as dire as death.

In Cultivating Knowledge anthropologist Andrew Flachs shows how rural farmers come to plant genetically modified or certified organic cotton, sometimes during moments of agrarian crisis. Interweaving ethnographic detail, discussions of ecological knowledge, and deep history, Flachs uncovers the unintended consequences of new technologies, which offer great benefits to some—but at others’ expense. Flachs shows that farmers do not make simple cost-benefit analyses when evaluating new technologies and options. Their evaluation of development is a complex and shifting calculation of social meaning, performance, economics, and personal aspiration. Only by understanding this complicated nexus can we begin to understand sustainable agriculture.

By comparing the experiences of farmers engaged with these mutually exclusive visions for the future of agriculture, Cultivating Knowledge investigates the human responses to global agrarian change. It illuminates the local impact of global changes: the slow, persistent dangers of pesticides, inequalities in rural life, the aspirations of people who grow fibers sent around the world, the place of ecological knowledge in modern agriculture, and even the complex threat of suicide. It all begins with a seed.

Cultivating Livability takes Bengaluru, India, as a case study—a city that is alternately described as India’s most and least livable megacity, where rapid transformation is undergirded by inequalities evident in the food networks connecting peri-urban farmers and the middle-class public. Anthropologist Camille Frazier probes the meaning of “livability” in Bengaluru through ethnographic work among producers and consumers, corporate intermediaries and urban information technology professionals.

 

Examining the varying efforts to reconfigure processes of food production, distribution, retail, and consumption, she reveals how these intersections are often rooted in and exacerbate ongoing forms of disenfranchisement that privilege some lives at the expense of others.

Creativity supports democracy because artistic, administrative, and interpretive experiments need margins of freedom that defy monolithic or authoritarian regimes. Intellectual responsibility can get beyond denunciation by acknowledging and nurturing the resourcefulness of common and uncommon agents.

Based in North and South America, scholars from fields including anthropology, performance studies, history, literature, and communications studies explore specific variations of cultural agency across Latin America. Contributors reflect, for example, on the paradoxical programming and reception of a state-controlled Cuban radio station that connects listeners at home and abroad; on the intricacies of indigenous protests in Brazil; and the formulation of cultural policies in cosmopolitan Mexico City. One contributor notes that trauma theory targets individual victims when it should address collective memory as it is worked through in performance and ritual; another examines how Mapuche leaders in Argentina perceived the pitfalls of ethnic essentialism and developed new ways to intervene in local government. Whether suggesting modes of cultural agency, tracking exemplary instances of it, or cautioning against potential missteps, the essays in this book encourage attentiveness to, and the multiplication of, the many extraordinary instantiations of cultural resourcefulness and creativity throughout Latin America and beyond.

"Does it seem strange to think of a museum as a weapon in national defense?" asked John Hay Whitney, president of the Museum of Modern Art, in June 1941. As the United States entered the Second World War in the months to follow, this idea seemed far from strange to museums. Working to strike the right balance between education and patriotism, and hoping to attain greater relevance, many American museums saw engagement with wartime concerns as consistent with their vision of the museum as a social instrument.

Unsurprisingly, exhibitions served as the primary vehicle through which museums, large and small, engaged their publics with wartime topics with fare ranging from displays on the cultures of Allied nations to "living maps" that charted troop movements and exhibits on war preparedness. Clarissa J. Ceglio chronicles debates, experiments, and collaborations from the 1930s to the immediate postwar years, investigating how museums re-envisioned the exhibition as a narrative medium and attempted to reconcile their mission with new modes of storytelling.

Why is science so credible? Usual answers center on scientists' objective methods or their powerful instruments. In his new book, Thomas Gieryn argues that a better explanation for the cultural authority of science lies downstream, when scientific claims leave laboratories and enter courtrooms, boardrooms, and living rooms. On such occasions, we use "maps" to decide who to believe—cultural maps demarcating "science" from pseudoscience, ideology, faith, or nonsense.

Gieryn looks at episodes of boundary-work: Was phrenology good science? How about cold fusion? Is social science really scientific? Is organic farming? After centuries of disputes like these, Gieryn finds no stable criteria that absolutely distinguish science from non-science. Science remains a pliable cultural space, flexibly reshaped to claim credibility for some beliefs while denying it to others. In a timely epilogue, Gieryn finds this same controversy at the heart of the raging "science wars."

Most scholars of genocide focus on mass murder. Lawrence Davidson, by contrast, explores the murder of culture. He suggests that when people have limited knowledge of the culture outside of their own group, they are unable to accurately assess the alleged threat of others around them. Throughout history, dominant populations have often dealt with these fears through mass murder. However, the shock of the Holocaust now deters today’s great powers from the practice of physical genocide. Majority populations, cognizant of outside pressure and knowing that they should not resort to mass murder, have turned instead to cultural genocide as a “second best” politically determined substitute for physical genocide.

In Cultural Genocide, this theory is applied to events in four settings, two events that preceded the Holocaust and two events that followed it: the destruction of American Indians by uninformed settlers who viewed these natives as inferior and were more intent on removing them from the frontier than annihilating them; the attack on the culture of Eastern European Jews living within Russian-controlled areas before the Holocaust; the Israeli attack on Palestinian culture; and the absorption of Tibet by the People’s Republic of China.

In conclusion, Davidson examines the mechanisms that may be used to combat today’s cultural genocide as well as the contemporary social and political forces at work that must be overcome in the process.

“Cultural Graphology” could be the name of a new human science: this was Derrida’s speculation when, in the late 1960s, he imagined a discipline that combined psychoanalysis, deconstruction, and a commitment to the topic of writing. He never undertook the project himself but did leave two brief sketches of how he thought cultural graphology might proceed. In this book, Juliet Fleming picks up where Derrida left off. Using both his early and later thought, and the psychoanalytic texts to which it is addressed, to examine the print culture of early modern England, she drastically unsettles some key assumptions of book history.

Fleming shows that the single most important lesson to survive from Derrida’s early work is that we do not know what writing is. Channeling Derrida’s thought into places it has not been seen before, she examines printed errors, spaces, and ornaments (topics that have hitherto been marginal to our accounts of print culture) and excavates the long-forgotten reading practice of cutting printed books. Proposing radical deformations to the meanings of fundamental and apparently simple terms such as “error,” “letter,” “surface,” and “cut,” Fleming opens up exciting new pathways into our understanding of writing all told.

He also discusses the participation of women and children in what for much of its history remained a male-dominated sport.

Of all the individuals who contributed to the modernization of skiing before World War II, Allen identifies three who were especially influential: Fridtjof Nansen of Norway, whose explorations on skis paradoxically inspired the idea of skiing as sport; Arnold Lunn of England, whose invention of downhill skiing and the slalom were foundations of the sport's globalization; and Hannes Schneider, whose teachings introduced both speed and safety into the sport.

Underscoring the extent to which ancient ways persisted despite modernization, the book ends with the Russo-Finnish War, a conflict in which the Finns, using equipment that would have been familiar a thousand years before, were able to maneuver in snow that had brought the mechanized Soviet army to a halt.

As Rozario turns to the present, he finds that the impulse to respond creatively to disasters is mitigated by a mania for security. Terror alerts and duct tape represent the cynical politician’s attitude about 9/11, but Rozario focuses on how the attacks registered in the popular imagination—how responses to genuine calamity were mediated by the hyperreal thrills of movies; how apocalyptic literature, like the best-selling Left Behind series, recycles Puritan religious outlooks while adopting Hollywood’s style; and how the convergence of these two ways of imagining disaster points to a new postmodern culture of calamity. The Culture of Calamity will stand as the definitive diagnosis of the peculiarly American addiction to the spectacle of destruction.

Around the globe, people leave their homes to better themselves, to satisfy needs, and to care for their families. They also migrate to escape undesirable conditions, ranging from a lack of economic opportunities to violent conflicts at home or in the community. Most studies of migration have analyzed the topic at either the macro level of national and global economic and political forces, or the micro level of the psychology of individual migrants. Few studies have examined the "culture of migration"—that is, the cultural beliefs and social patterns that influence people to move.

Cultures of Migration combines anthropological and geographical sensibilities, as well as sociological and economic models, to explore the household-level decision-making process that prompts migration. The authors draw their examples not only from their previous studies of Mexican Oaxacans and Turkish Kurds but also from migrants from Europe, sub-Saharan Africa, the Pacific, and many parts of Asia. They examine social, economic, and political factors that can induce a household to decide to send members abroad, along with the cultural beliefs and traditions that can limit migration. The authors look at both transnational and internal migrations, and at shorter- and longer-term stays in the receiving location. They also consider the effect that migration has on those who remain behind. The authors' "culture of migration" model adds an important new dimension to our understanding of the cultural beliefs and social patterns associated with migration and will help specialists better respond to increasing human mobility.

Cultures of Milk contrasts the practices of the world’s two leading milk producers, India and the United States. In both countries, milk is considered to have special qualities. Drawing on ethnographic and scientific studies, popular media, and government reports, Andrea Wiley reveals that the cultural significance of milk goes well beyond its nutritive value.

Shifting socioeconomic and political factors influence how people perceive the importance of milk and how much they consume. In India, where milk is out of reach for many, consumption is rising rapidly among the urban middle class. But milk drinking is declining in America, despite the strength of the dairy industry. Milk is bound up in discussions of food scarcity in India and food abundance in the United States. Promotion of milk as a means to enhance child growth boosted consumption in twentieth-century America and is currently doing the same in India, where average height is low. Wiley considers how variation among populations in the ability to digest lactose and ideas about how milk affects digestion influence the type of milk and milk products consumed. In India, most milk comes from buffalo, but cows have sacred status for Hindus. In the United States, cow’s milk has long been a privileged food, but is now facing competition from plant-based milk.

Cultural accounts of scientific ideas and practices have increasingly come to be welcomed as a corrective to previous—and still widely held—theories of scientific knowledge and practices as universal. The editors caution, however, against the temptation to overgeneralize the work of culture, and to lapse into a kind of essentialism that flattens the range and variety of scientific work. The book refers to this tendency as culturalism. The contributors to the volume model a new path where historicized and cultural accounts of scientific practice retain their specificity and complexity without falling into the traps of culturalism. They examine, among other issues, the potential of using notions of culture to study behavior in financial markets; the ideology, organization, and practice of earthquake monitoring and prediction during China's Cultural Revolution; the history of quadratic equations in China; and how studying the "glass ceiling" and employment discrimination became accepted in the social sciences. Creatively bringing together constitutional, political, and aesthetic theory, Douglas argues that museums and constitutions invite visitors to identify with a prescribed set of political constituencies based on national, ethnic, or anthropocentric premises. In both cases, these stable categories gloss over the radical messiness of the world and ask us to conflate representation with democracy. Yet the museum, when paired with the constitution, can also serve as a resource in the production of alternative imaginations of community. Consequently, Douglas’s key contribution is the articulation of a theory of counter-monumental constitutionalism, using the museum, that seeks to move beyond individual and collective forms of sovereignty that have dominated postcolonial and postapartheid theories of law and commemoration. She insists on the need to reconsider deep questions about how we conceptualize the limits of ourselves, as well as our political communities, in order to attend to everyday questions of justice in the courtroom, the museum, and beyond.

Reconceptualizes the relationship between participatory democracy, technology, and space. The Internet has been billed by some proponents as an "electronic agora" ushering in a "new Athenian age of democracy." That assertion assumes that cyberspace's virtual environment is compatible with democratic practice. But the anonymous sociality that is intrinsic to the Internet seems at odds with theories of democracy that presuppose the possibility, at least, of face-to-face meetings among citizens. The Internet, then, raises provocative questions about democratic participation: Must the public sphere exist as a physical space? Does citizenship require a bodily presence? In Cybering Democracy, Diana Saco boldly reconceptualizes the relationship between democratic participation and spatial realities both actual and virtual. She argues that cyberspace must be viewed as a produced social space, one that fruitfully confounds the ordering conventions of our physical spaces. Within this innovative framework, Saco investigates recent and ongoing debates over cryptography, hacking, privacy, national security, information control, and Internet culture, focusing on how different online practices have shaped this particular social space. In the process, she highlights fundamental issues about the significance of corporeality in the development of civic-mindedness, the exercise of citizenship, and the politics of collective action.
